66-unit apartment complex on Erringer Road headed to Simi Valley council

A proposal for a four-story, 66-unit apartment building on a former hospital campus will go before the Simi Valley City Council Monday evening.

The 89,612-square-foot complex would rise on a portion of a vacant site at 1575 Erringer Road, south of Heywood Street and near Rancho Simi Community Park. The land, about 4.5 acres in all, is located immediately north of the Arroyo Simi.

The Planning Commission voted last month to recommend the council approve the complex.

The project from developer Adrian Stern, referred to as the Ridge Apartments in a city report, would go up on a 1.65-acre section of the site closest to Erringer Road.

Stern is the managing member of a limited liability company, Heywood Street Associates LLC, that owns the land, according to state business filings and county property records.

On the remaining acreage to the west, plans were previously approved in 2023 for a 91-unit apartment building on 3.1-acres. That project, known as the Churchill Apartments, also involves the Heywood Street LLC.

The council is being asked to transfer a small city-owned parcel to the developer. The property, roughly a fifth of an acre, sits at the juncture of Erringer and the Arroyo Simi Greenway. The parcel would improve access for vehicles, city staff wrote in their report.

In exchange, the developer will add two affordable units to the project, bringing the total to five.

The council's vote will also cover a $500,000 bridge loan to the developer from the city’s Successor Housing Agency Fund.

Stern estimates the total cost to build the Ridge apartment project is $25 million, the staff report said.

In other business Monday, the council is set to formally hire Samantha Argabrite as city manager. Her annual salary will be $272,000, the proposed agreement shows. Benefits include a $500-a-month vehicle allowance and a $151,000 life insurance package in addition to standard perks for executive staff.

Argabrite, currently the assistant city manager, will succeed City Manager Brian Gabler, who’s retiring June 30. Council members voted unanimously in late May to start contract negotiations with Argabrite.

The council will meet at 6:30 p.m. in chambers at 2929 Tapo Canyon Road.
