County public health director resigns

Jiancheng Huang, who has served as Clatsop County’s public health director for the past two years, has resigned.

Jill Quackenbush, the deputy director of public health, was appointed by the county Board of Commissioners this month to serve as the county’s local public health administrator.

Clatsop County’s public health director has resigned.

Under Oregon law, local public health authorities are required to appoint an administrator to oversee the public health authority’s activities. Quackenbush will take on those duties in addition to her role as deputy director.

“Jill Quackenbush has been serving as deputy director of Public Health since January 2022 and will continue to serve in this role in the interim as County Management works with the Board of Commissioners to evaluate the organizational structure of Public Health from an efficiency for delivery of services as well as a fiscally prudent perspective,” Patty Jo Angelini, the county’s public affairs officer, said in an email.

Neither Huang nor Quackenbush were available for comment.

Huang served as the director of the Oswego County Health Department in New York before coming to the North Coast.

He was hired in Clatsop County at a time when county, state and federal health authorities were responding to the COVID-19 pandemic.
