New rape charges filed against former Lancaster City Police officer

LANCASTER COUNTY, Pa. (WHTM)– A former Lancaster City Police officer accused of raping a girl decades ago is facing more charges after police say additional alleged victims came forward.

Andrew Selby, 54, faces two additional sets of charges after five more victims have come forward during the investigation into an alleged rape from 1997, Lancaster City police said.

Online court documents show Selby was charged Thursday with felony rape of forcible compulsion and sexual assault from an incident in 1995 in Lancaster City. A separate criminal docket shows he was also charged with rape of forcible compulsion, criminal attempt – rape of forcible compulsion, statutory rape, and criminal attempt – statutory rape in Manheim Township from 1993.

According to a criminal complaint, one woman reported to police on May 21 she was raped by Selby in his home when she was between 15-16 years old, meaning the alleged incident would have been in 1995 or 1996.

The girl was familiar with Selby because he was a police officer and the two had frequent interactions, police said, and he would allow her to smoke marijuana at his home.

Selby picked up the girl and took her to a bedroom upstairs in his home after she already refused to. According to the complaint, he tossed her onto the bed and raped her.

Charges in the 1997 case were announced by the Lancaster County District Attorney’s office for allegedly raping a girl after she reported being sexually assaulted by another man in 1997. Police have charged Roberto Rosario, 44, of Dallastown with rape, involuntary deviate sexual intercourse, and sexual assault for the alleged incident.

Selby was assigned to investigate the rape, and police say, he then would sexually assault the girl days after the initial attack.

Selby was a police officer for Lancaster City for six years and left in August 2000, police said.

For that case, Selby faces charges of rape, involuntary deviate sexual intercourse, sexual assault, and statutory sexual assault of a 12-year-old victim and attempted rape, attempted statutory sexual assault, and attempted sexual assault of another young female victim.
