Naples resident Tom Henning is running against Carter for the District 4 seat. He's been involved in the local community for more than 50 years.
Henning was a Collier County Commissioner from 2000 to 2016.
He says he has a personal incentive to always improve Naples and Collier, not just for current residents, but for any future families as well.
