St. Louis could pay homeless to pick up trash, clean streets and cut grass

ST. LOUIS – The City of St. Louis is exploring a program that could pay homeless people for tasks such as picking up trash, cleaning streets, and cutting grass.

City documents identify the program as “Operation Brightside: Unhoused Edition RFP.” St. Louis officials are looking for a partnership to help run the program.

According to documents, the program would utilize up to $450,000 in funding, made possible through federal pandemic relief funds.

The city plans to offer services for the unhoused from Oct. 1, 2024, to Sept. 30, 2025, and offer tasks to at least 100 people. The program aims to help “participants address employment hurdles” and “secure permanent jobs to obtain self-sufficiency beyond the program,” according to city documents.

The city seeks partnerships with social service agencies, city departments, and community organizations to carry out the program.

Organizations looking to partner with the city for the program are required to submit a proposal by 4 p.m. on July 19. To apply and for more information on the program, click here.
