Woman accused of stealing $20,000 in identity theft case is at large, police say

LOWER ALLEN TOWNSHIP, Pa. (WHTM) — Police are looking for a woman accused of stealing over $20,000 from an alleged victim’s bank account.

According to Lower Allen Township Police, on May 31, 2024, the department was dispatched to the 200 block of Creekwood Drive at 12:12 PM for a report of identity theft and fraud. Police say the alleged victim discovered several large withdrawals from her Fulton Bank account for the following amounts: $5,312, $5,743, $3,025, and $6,420, totaling $20,511.00.

Upon contacting the Fulton Bank, the alleged victim was informed that someone who matched her appearance came to a Lancaster branch, presented a US Passport bearing her photo and information, and made several withdrawals, some of which were paid in cash and others in cashier’s checks, according to police.

The female suspect, who was identified as Carol Cook, 56, is around 5’00”-5’05” with glasses and long, gray hair. She was seen wearing a black and white shirt with a design, dark leggings, and white sandals on both May 30 and May 31 when she was at the bank, police said.

When the suspect attempted to pass one of her checks, Fulton employees kept the check and turned it over to Law Enforcement after the suspect fled.

Police say on June 14th, they learned Cook was arrested in Lancaster County following her attempt to fraudulently obtain money from their branch at Penn Square in Lancaster City. Upon reviewing her Lancaster County booking photo, police confirmed that Cook is the suspect involved in this case, as well as numerous others.

Lancaster City Police arrested Cook in connection to this incident, however, she was released from prison on unsecured bail before the arrest warrant was able to be served.
