President Joe Biden announced Wednesday that troops who were convicted under an old military policy criminalizing consensual gay sex would receive full pardons — a move that could restore their discharges from military service to an honorable status and pave the way for benefits. Potentially thousands of veterans are affected, but many questions remain about the policy that the Pentagon and Department of Veterans Affairs must work through. Bad discharges cost service members years of benefits for home loans, educational benefits and medical care, and it's not clear whether the government will try to find a way to compensate for those costs or how it might set benefits from this point forward.

Florida's balloon ban will protect sea turtles, birds and other marine life
Sea turtles, marine birds and children under 7 will be protected under a new Florida law that bans the intentional release of balloons. The law, signed by Republican Gov. Ron DeSantis on Monday, replaces an existing ban of releasing ten or more balloons within 24 hours. The Legislature approved the bill with bipartisan support in March and the law is praised by environmentalists.

Crypto firm Abra reaches settlement with US states for operating without licenses
As part of the settlement, Abra agreed to stop making cryptocurrencies available for buying and trading to U.S. Abra Trade customers as of June 15, the Conference of State Bank Supervisors (CSBS) said in a release. Abra had said last year that it was winding down operations for U.S. retail customers, after facing a slew of enforcement actions from state securities regulators. Under the terms of the settlement announced Wednesday, Abra CEO Bill Barhydt will not be able to participate in the business or affairs of any money transmitter or money services business licensed in the 25 states for five years.

US charges Russian in Ukraine hack, offers $10 million reward
A Russian was charged with conspiring to hack and destroy computer systems and data in Ukraine and allied countries including the United States, the Justice Department said on Wednesday, and announced a $10 million reward for information. A federal grand jury in Maryland returned an indictment against Amin Timovich Stigal, 22, on Tuesday, the department said in a statement. Before the Russian invasion of Ukraine in February 2022, the hacking targets included Kyiv's government systems and data with no military-related role, the department said.
